The ACCA SBL syllabus for September 2026 to June 2027 has ten areas: eight technical areas (A Leadership, B Governance, C Strategy, D Risk, E Technology, F Control and audit, G Finance, H Change and projects) and two skills areas (I Professional skills, J Employability and digital). There are no changes from last year.
Last checked: November 2026, against ACCA's SBL syllabus and study guide for September 2026 to June 2027. ACCA states there are no additions, deletions or amendments for this period compared with the previous year.
What is in the ACCA SBL syllabus?
The Strategic Business Leader syllabus has ten areas, labelled A to J. Eight of them (A to H) are technical content: leadership, governance, strategy, risk, technology, control and audit, finance, and enabling success and change. The last two are skills: I covers the five professional skills that carry 20 marks, and J covers employability and digital skills, meaning your ability to work efficiently in the computer-based exam.
SBL is unusual because it does not test these areas one by one. Every exam is a single integrated case study about one organisation, and a single task can draw on several areas at once. A question about a new technology project, for example, might need strategy (C), risk (D), technology (E), finance (G) and project management (H) in the same answer.
What is the SBL exam format?
| Feature | Detail |
|---|---|
| Length | 3 hours 15 minutes, including reading, planning and reflection time you can use flexibly |
| Marks | 100: 80 technical marks and 20 professional skills marks |
| Structure | Three compulsory tasks, each with its own parts and marks; you may play different roles in different tasks |
| Style | One integrated case study, computer-based, closed book |
| Pre-seen | Released two weeks before the exam; a clean copy is available in the exam |
| Professional skills | Communication, commercial acumen, analysis, scepticism and evaluation, each tested once for 4 marks |
| Pass mark | 50% |
These features date from the September 2023 changes, when ACCA cut the exam from four hours to 3 hours 15 minutes, introduced the pre-seen and reduced the number of exhibits.
What are the SBL syllabus weightings?
ACCA does not publish fixed percentage weightings for the SBL syllabus areas, and the study guide does not allocate marks by area. That is deliberate: in an integrated case, the mix of areas changes from exam to exam. The only fixed split is 80 technical marks and 20 professional skills marks.
In practice, every area can and does appear. From reviewing past exams with students, governance, strategy and risk come up most often, technology and change management appear in most recent cases, and finance usually appears as part of evaluating a proposal rather than as a stand-alone calculation. That is a pattern, not a promise, so you must cover the whole syllabus.

A: Leadership
This area asks what makes an effective leader and how leaders shape culture and ethics. Expect to evaluate a leader's style, analyse culture with a model such as the cultural web, and give ethical advice. Professionalism and the public interest are part of this area, so ethical dilemmas in the case often link back here.
B: Governance
Governance is about how an organisation is directed and controlled. You need agency theory, stakeholder analysis (for example Mendelow's matrix), the role and make-up of the board, and reporting, including integrated reporting. Public sector governance is also examinable.
C: Strategy
The strategy area covers the full planning cycle: environmental analysis such as PESTEL and five forces, internal analysis such as the value chain, and strategic choice, including the Ansoff matrix and the suitability, acceptability and feasibility test. It is the largest single block of the book, spread across chapters 1 to 5.
D: Risk
You must identify risks in the case, assess them by likelihood and impact, and recommend responses. Frameworks like enterprise risk management and the risk matrix help structure answers.
E: Technology and data analytics
This area looks at how cloud, big data, AI and e-business change the value chain, and how to keep IT systems secure. The exam wants business judgement about technology: benefits, costs, risks and people impacts.
F: Organisational control and audit
Here you evaluate internal control systems, the role of internal audit and the quality of management information. Practical, specific recommendations score better than general statements.
G: Finance in planning and decision-making
Finance in SBL is about using numbers to support strategy: interpreting financial performance, evaluating investment proposals and understanding how the finance function itself is changing. Chapter 18 of the book covers this area.
H: Enabling success, managing change and project management
The final technical area covers organisational design, talent, performance excellence, managing strategic change and running projects. Change models such as Lewin and Kotter are key. Chapter 19 of the book covers managing change, with organisational structure in chapter 14 and project management in chapter 17.
I and J: Professional and digital skills
Area I is where 20% of the marks sit. Each of the five skills is tested once and carries four marks. My SBL professional skills guide explains how to earn them. Area J is about working smoothly in the exam software: using the word processor and spreadsheet, moving between exhibits and presenting information clearly.
What changes to the SBL syllabus in 2027?
From September 2027, SBL becomes S2 Strategic Business Leader in ACCA's redesigned qualification. The S2 syllabus and study guide keeps the same exam format: 3 hours 15 minutes, three tasks, 80 technical and 20 professional skills marks, and a pre-seen two weeks before. The areas are reorganised slightly:
| SBL (to June 2027) | S2 (from September 2027) |
|---|---|
| A Leadership | A Leadership, culture and ethics |
| B Governance | B Governance |
| C Strategy | C Strategy |
| D Risk | D Risk |
| E Technology and data analytics | E Technology and data |
| F Organisational control and audit | F Organisational control and audit |
| G Finance in planning and decision-making | G Finance in planning and decision making |
| H Enabling success, managing change and project management | H Enabling organisational success and managing change; I Project management (now its own area) |
| I Professional skills; J Employability and digital skills | J Professional skills |
The core content is very similar, so if you are studying for SBL now, nothing you learn is wasted. A current SBL pass is credited as S2. ACCA has also published an S2 specimen exam and pre-seen.
How should I study the SBL syllabus?
- Learn the models across all eight areas first. Do not skip areas you think are unlikely.
- Add depth with ACCA's free articles. My SBL technical articles guide ranks the ones worth reading.
- Move to integrated practice early. Full past exams on ACCA's Practice Platform teach you to combine areas, which is what the real exam demands.
- Finish with the pre-seen. Two weeks before your exam, switch to the case. See my December 2026 pre-seen plan.
What mistakes do students make with the SBL syllabus?
- Treating it as eight separate subjects. The exam blends areas. When you revise a topic, ask how it links to at least two others; for example, how a new IT system (E) creates risks (D) and needs a change plan (H).
- Over-learning models, under-practising application. ACCA's FAQs note that models are rarely named in requirements and earn no marks on their own. Use them to structure thinking, then apply every point to the case.
- Ignoring area J. Students lose time fighting the exam software. Practise on ACCA's CBE platform until moving between exhibits and building a table feels automatic.
- Leaving finance to last. Area G is often the one students avoid, yet a short, well-interpreted calculation can lift an evaluation answer considerably.
Bottom line
The SBL syllabus has ten areas: eight technical areas from Leadership (A) to Enabling success and change (H), plus Professional skills (I) and Employability and digital skills (J). ACCA does not publish weightings, so you need the whole syllabus. The book's 19 chapters map onto areas A to H, with chapter 18 for Finance and chapter 19 for Managing change. You can read three chapters free to see if it suits you.
FAQs
Has the SBL syllabus changed for 2026-27?
No. ACCA's syllabus and study guide for September 2026 to June 2027 states there are no additions, deletions or amendments compared with the previous year. The bigger change comes in September 2027, when SBL becomes S2 Strategic Business Leader in the redesigned qualification, with a similar format and slightly reorganised areas.
What are the SBL syllabus weightings?
ACCA does not publish percentage weightings for the SBL syllabus areas. The exam is one integrated case study, so the mix of areas changes each time. The only fixed split is 80 technical marks and 20 professional skills marks. You should therefore study every area, from Leadership to Enabling success and change.
How many marks are professional skills worth in SBL?
Professional skills are worth 20 of the 100 marks. There are five skills: communication, commercial acumen, analysis, scepticism and evaluation. Since September 2023, each skill has been tested once and is worth four marks. Not every requirement carries a professional skill, and no requirement carries more than one.
How long is the SBL exam?
The SBL exam lasts 3 hours 15 minutes, including reading, planning and reflection time that you can use flexibly. It was shortened from four hours in September 2023 when ACCA introduced the pre-seen, which is released two weeks before the exam so you arrive already familiar with the case organisation.
Which book chapters cover the SBL syllabus?
In Becoming A Strategic Business Leader, chapters 1 to 5 cover Strategy (C), chapters 6, 7, 9 and 10 cover Governance (B), chapters 8 and 13 cover Leadership and ethics (A), chapter 12 covers Risk (D), chapters 15 and 16 cover Technology (E), chapter 11 covers Control and audit (F), chapter 18 covers Finance (G), and chapters 14, 17 and 19 cover Change and projects (H).
